Pilot zones are special areas, which are usually designated by the national or local government according to the demands for regional economic development, combined with local industrial base and resource advantages, aiming at promoting industrial transformation and upgrading, cultivating emerging industries, improving industrial competitiveness, and promoting the sustainable development of regional economy through policy preferences, resource agglomeration and innovation. Taking Fangchenggang International Medical Open Pilot Zone as the empirical object, this paper first summarizes the development current status of the pharmaceutical industry in Fangchenggang International Medical Open Pilot Zone, and then jointly applies SWOT analytic method and analytic hierarchy process (AHP) to establish the SWOT⁃AHP model based on the survey results. Various factors affecting the development of pharmaceutical industry in the pilot zone are comprehensively, systematically and quantitatively evaluated. Finally, based on the development strategy quadrangle theory, the strategies suitable for the development of pharmaceutical industry in the pilot zone are derived, and the development strategic path is proposed.
