“Prevention first” has long been the fundamental principle of China's health and wellness work. As the burden of chronic diseases continues to rise, the issue of “emphasizing treatment over prevention” has become increasingly prominent. For a long time, there has been a lack of practical, measurable, and scalable institutional frameworks for promoting healthy lifestyles, particularly in dietary management. Since 2023, the National Health Commission of the People's Republic of China has released 11 dietary guidelines for common chronic diseases, marking a shift in China's health governance from “putting disease treatment at the center” to “taking dietary intervention as the entry point”. Although dietary guidelines have been continuously strengthened in terms of publicity and dissemination in recent years, they still face multiple challenges such as insufficient support capacity of the grassroots service system, public cognitive biases and difficulties in long⁃term implementation, lack of cross⁃departmental collaboration, incomplete assessment and evaluation mechanisms and dynamic optimization mechanisms, as well as single and inefficient forms of scientific popularization. This paper, from the perspective of the comprehensive food outlook, introduces the background of the release of the dietary guidelines, summarizes the significance and values of the dietary guidelines, and proposes countermeasures and suggestions to promote the implementation and effectiveness of dietary guidelines in response to existing problems, aiming to practice the comprehensive food outlook and promote the construction of a healthy China.
